The result shows that goal bridging mainly focuses material access gap gap, inadequate attention was paid attitude use gap; terms tools, there exists an unbalanced situation regarding supply environment demand with first one being emphasized more than others; still “fatigue” weak feedback less incentive, though internal consistency level good structure reasonable.
