The purpose of this study is to assess the possibility relating two phenomena: first, meteorological drought, which exclusively dependent on climate; second, water scarcity and its uses, are predominantly anthropogenic in nature. Sometimes these phenomena may overlap, with former amplifying latter, but direct correlation not always highlightable due character shortage variability supply sources. In literature, many papers evaluate separately: particular, SPEI (Standardized Precipitation-Evapotranspiration Index) widely used for detecting while link between uses assessed through an index resource exploitation, WEI+ (Water Exploitation Index Plus), based calculation factor, withdrawals net restitutions. Specifically, examines WEI+, respectively, calculated July–August–September quarter (SPEI3 sept) during low-flow period (WEI+EF low flow), according environmental flow constraint. These periods considered seasonally overlapping area Umbria region. results analyzed by spatial method show more critical areas, where SPEI3 sept WEI+EF overlap their values, <−1.0 >100%. proposed methodological approach provides stakeholders sector essential information adopt a proactive drought phenomena.
