Abstract Green technology innovation is a crucial assurance of achieving sustainable economic and environmental development, so improving the capability green an urgent problem. In order to provide more objective accurate tool for identifying most important impact factor innovation, this study innovatively proposes new method by combining bipolar neutrosophic sets with Weighted Influence Nonlinear Gauge System (WINGS) method. Furthermore, paper intends recommendations in capability. We invite five experts evaluate fifteen factors influencing using linguistic variables. Then, proposed set WINGS (Bipolar NS-WINGS) applied measure influence each innovation. Finally, we divide all into cause group effect group. Moreover, network relation map constructed visualize interrelationships between factors. The Bipolar NS-WINGS suggests that Science Technology Innovation Environment (Ω 7 ) result also indicates R&D Investment 8 influential which it has impacted many other It obvious integrated not only enriches research field decision theory, combined bipolar-NS analyzing relationships factors, but contributes improvement capabilities.

The problems of environmental pollution and resource shortages are becoming increasingly prominent with the advances in technology improvements social productivity levels. How to coordinate innovating subjects, strengthen interaction cooperation among subjects improve green innovation efficiency (GTI efficiency) is an important issue be solved urgently. This paper constructs a multisubject collaborative analysis framework “government–market–society” for GTI based on pluralistic co-governance theory. Using 30 provinces (or regions, cities) China from 2016 2020 as research samples, we analyzed driving factors using dynamic QCA method. Furthermore, configuration effects were further time spatial dimensions. results show that: (1) single factor does not constitute requisite condition high efficiency. (2) There three types paths realize efficiency: “government–market driven”, “market–society “government–market–society synergistic promotion”. Among them, “government–market-driven” path subdivided into “government—internal-market driven” “government-supported–external-market driven”. Technology innovation in the construction industry involves collaboration among multiple organizations which formed an intricate collaborative network (CIN).
