The inherent stochasticity of electric operation vehicle (EOV) charging poses challenges to the stability and efficiency regional power distribution networks. Existing behavior decision-making models often prioritize revenue considerations, neglecting influence multi-time-span characteristics potential irrationality EOV owners. To address these limitations, this study proposes a comprehensive framework encompassing three aspects. First, operational data are statistically analyzed reconstruct scenarios, establishing dynamic scheme tailored characteristics. Second, an improved ITCH model is developed using equivalent change incorporate both gains losses. Third, WFL employed integrate perceptual attenuation into model. Simulation results show that decision-makers (DMs) demonstrate preference for schemes with high perceived revenues low time costs. Moreover, when price doubled, perception leads postpone their behavior. Compared other models, intertemporal choice heuristics (EP-ITCH) in reduced load peaks, valleys, variances on grid side. This highlights model’s effectiveness accuracy optimizing infrastructure.
