Vaccination against the coronavirus disease 2019 (COVID-19) started in early December of 2020 USA. The efficacy vaccines vary depending on SARS-CoV-2 variant. Some countries have been able to deploy strong vaccination programs, and large proportions their populations fully vaccinated. In other countries, low vaccinated, due different factors. For instance, such as Afghanistan, Cameroon, Ghana, Haiti Syria less than 10% vaccinated at this time. Implementing an optimal program is a very complex process variety variables that affect programs. Besides, science, policy ethics are all involved determination main objectives program. Background: China’s pharmaceutical regulatory framework is undergoing a pivotal shift from traditional “command-control” model to “lifecycle regulation” approach, aiming balance drug safety, innovation, and accessibility. This study systematically examines the evolution, achievements, challenges of reforms, offering insights for global governance. Methods: Using mixed-methods approach integrating historical analysis, policy text mining, case studies, we reviewed laws regulations enacted since 1949, supplemented by studies (e.g., COVID-19 vaccine emergency approvals) comparative analysis with international models U.S. FDA EU EMA frameworks). The data were sourced authoritative platforms such as PKULAW database, criminal law amendments, texts. Results: evolution categorized into four phases: Emergence (1949–1984), Foundational (1985–2000), Deepening Reform (2001–2018), Lifecycle Regulation (2019–present). revised Drug Administration Law (2019) institutionalized risk management, dynamic GMP inspections, post-market surveillance, marking transition holistic lifecycle oversight. Key milestones include introduction Vaccine Management stricter penalties under Criminal Amendment (XI) (2020). Conclusions: regulation demonstrates potential harmonize safety evidenced improved API export compliance 15% increase in certifications 2023) accelerated approvals breakthrough therapies domestically developed PD-1 inhibitors). However, persist, including uneven enforcement capacities, tensions between conditional mitigation, reliance on supply chains. These findings provide critical lessons developing countries navigating similar dilemmas.

Vaccine hesitancy threatens the response to COVID-19 pandemic and other infectious disease outbreaks globally. Fostering trust has been highlighted as a critical factor in addressing vaccine expanding coverage, but qualitative exploration of context vaccination remains limited. We contribute filling this gap by providing comprehensive analysis China. conducted 40 in-depth interviews with Chinese adults December 2020. During data collection, emerged highly salient topic. Interviews were audio-recorded, transcribed verbatim, translated into English, analyzed combination inductive deductive coding. Following established literature, we differentiate between three types - calculation-based trust, knowledge-based identity-based which grouped across components health system, informed WHO's building blocks. Our results highlight how participants attributed their level vaccines medical technology itself (based on assessing risks benefits or previous experiences), service delivery workforce (informed past experiences providers role throughout pandemic), leadership governance (drawing notions government performance patriotism). Reducing negative impact from controversies, increasing credibility pharmaceutical companies, fostering clear communication are identified important channels for facilitating trust. findings emphasize strong need information increased promotion credible figures.
