Abstract
Seaports,
the
nodal
and
bottleneck
points
in
global
supply
chain
network,
have
been
making
effort
to
encourage
shipping
companies
book
berths
before
ships
arrive
at
ports.
The
information
communication
technology
(ICT)
system
is
essential
for
success
of
this
effort.
We
propose
an
appointment
mechanism
with
a
refund
policy
berth
booking
ICT
mitigate
port
congestion.
Two
policies
are
investigated:
cash
coupon
policy.
develop
bi-level
model
that
considers
interests
companies,
which
determines
its
optimal
fee
returned
cash,
fee,
value
coupon,
shelf
life
coupon.
Numerical
experiments
conducted
analyze
two
policies,
reactions
different
characteristics,
how
takes
advantage
characteristics
maximize
profit.
proposed
achieves
win-win
performance
as
it
increases
income
reduces
delay
cost
companies.
This
study
innovatively
investigates
helps
understand
system,
thereby
providing
theoretical
support
applying
maritime
industry.
Moreover,
contributes
alleviating
congestion
environmental
sustainability
by
reducing
ship
emissions
caused
waiting
inappropriate
sailing
speed.
