Rainstorms and flooding are among the most common natural disasters, which have a number of impacts on transport system. This reality highlights importance understanding resilience—the ability system to resist disruptions quickly recover operational status after damage. However, current resilience assessments often overlook network functions lack dynamic spatiotemporal analysis, posing challenges for comprehensive disaster impact evaluations. study proposes an SR-PR-FR evaluation model from three dimensions: structure (SR), performance (PR), function (FR). Moreover, simulation based Geographic Information System (GIS) Simulation Urban MObility (SUMO) is developed analyze spatial–temporal effects rainstorm traffic during Xi’an’s evening rush hour. The results reveal that southwest part Xi’an prone being congested slower recover, while downtown deepest, severely affecting emergency services’ efficiency. In addition, road returns 70% normal values only before morning next day. These research presented across both temporal spatial dimensions, can help managers propose more targeted recommendations strengthening urban risk management.
