The increase in population rural and urban areas has an impact on food availability security. Agriculture, as a major contributor to security, faces increasing challenges, such the decline area planted for agricultural commodities, of labor, water provision crops. With rapid urbanization, enhancing the quality of public spaces is critical to residents’ well-being and sustainable urban development. However, user perceptions these remain insufficiently quantified. This study introduces a perception-based evaluation framework encompassing four dimensions: service, spatial, cultural, aesthetic. A three-dimensional importance-performance analysis (3-D IPA) model applied assess two multifunctional in Wuhan—the Citizens’ Home (CH) Creative World Industrial Park (CWIP)—with aim identifying user-prioritized attributes that inform design interventions. The findings reveal following: (1) At CH, spatial perception (importance = 3.93; performance 4.02) received highest ratings, particularly for openness ecological pavement, highlighting areas green infrastructure improvement. (2) CWIP, cultural 3.75; 3.73) dominated, with need enhance signage systems integration greater place identity. (3) Optimization priorities included energy-efficient lighting, entrance enhancements, recreational layout improvements at thematic diversity wayfinding CWIP.
