Information
consumption
has
been
reshaping
the
modes
of
human
living
and
production,
driving
transformation
production
trade
activities
traditionally
dependent
on
land
resources,
thus
influencing
urban
green
use
efficiency
(ULGUE).
Based
panel
data
281
prefecture-level
cities
in
China
from
2011
to
2023,
this
study
employs
national
Consumption
Pilot
Policy
(ICPP)
as
a
quasi-natural
experiment
utilizes
double
machine
learning
model
assess
ICPP’s
impacts
ULGUE.
According
results
causal
mediating
effect
analysis,
ICPP
improved
ULGUE
through
three
mechanisms:
expanding
scale
digital
transactions,
nurturing
future
industrial
developments,
promoting
behaviors.
Moreover,
light
heterogeneity
vary
significantly.
Such
variation
can
primarily
be
attributed
differences
resource
endowments,
disparities
transportation
infrastructure
development,
variations
geographical
location.
Specifically,
produced
more
prominent
enhancing
resource-based
cities,
with
high-speed
rail
access,
coastal
cities.
Therefore,
government
should
proactively
establish
an
information
environment,
enhance
role
strategize
encourage
behaviors,
differentiate
local
policies
effectively
promote
continuous
improvement
