Improving non-motorized accessibility is essential to enable access vital services such as education and healthcare. Road networks are often inadequately designed for accessibility, service facilities not always strategically located reach the majority of users. Furthermore, design decisions rarely made with consideration diverse needs walking abilities a heterogeneous population. Enhancing infrastructure by locating new creating accessible paths involves significant investments, requiring systematic approach utilize limited resources efficiently. We propose an optimization model identify optimal locations road segments maximize range services, taking into account users different abilities.
