Abstract
Effective
planning
and
execution
of
humanitarian
aid
logistics
activities
ensure
that
disaster‐related
losses
are
minimized.
This
study
addresses
a
tactical‐level
pre‐disaster
problem

decision‐maker

cross‐dock
locations
by
taking
potential
vehicle
routes
into

Abstract
Aiming

Herd
effect
is
a
widespread
phenomenon
in
real-world
situations.
This
study
explores
how
the
herd
can
be
used
to
manage
network
flow
effectively.
We
examined
its
impact
on
travelers’
route
choices
and
propose
mixed
evolution
process
that
incorporates
effect,
considering
two
types
of
travelers:
those
who
receive
subsidy
information
do
not.
Based
this
process,
we
developed
bi-level
optimization
model
determine
optimal
subsidized
routes,
amounts
per
kilometer,
proportion
travelers
receiving
information.
A
hybrid
algorithm
with
iterative
procedures
was
proposed
solve
model,
which
adaptive
genetic
(AGA)
employed
upper-level
nonlinear
mixed-integer
programming
problem,
partial
linearization
method
lower-level
process.
Numerical
results
indicate
presence
effectively
reduce
both
total
travel
time
overall
costs.
The
findings
have
significant
implications
for
utilization
designing
navigation
software
developing
congestion
pricing
strategies.
