Herd effect is a widespread phenomenon in real-world situations. This study explores how the herd can be used to manage network flow effectively. We examined its impact on travelers’ route choices and propose mixed evolution process that incorporates effect, considering two types of travelers: those who receive subsidy information do not. Based this process, we developed bi-level optimization model determine optimal subsidized routes, amounts per kilometer, proportion travelers receiving information. A hybrid algorithm with iterative procedures was proposed solve model, which adaptive genetic (AGA) employed upper-level nonlinear mixed-integer programming problem, partial linearization method lower-level process. Numerical results indicate presence effectively reduce both total travel time overall costs. The findings have significant implications for utilization designing navigation software developing congestion pricing strategies.

Abstract Effective planning and execution of humanitarian aid logistics activities ensure that disaster‐related losses are minimized. This study addresses a tactical‐level pre‐disaster problem where decision‐maker decides on cross‐dock locations by taking potential vehicle routes into account. A decision support model is proposed for the location selection distribution operations in with explicit fuel consumption estimation. In addressed problem, demand amount each node depends probabilistic disaster scenarios. Probabilities whether arc/road open or closed heterogeneous fleet terms sizes also respected. The formulated as bi‐objective mixed integer linear programming, whose objectives minimization total cost (i.e., cost, fixed opening cost) travel time. In recent years, the increasing complexity of natural disasters has highlighted limitations existing emergency material assistance systems. To address these challenges, this study proposes a collaborative adaptation mechanism for “peacetime and integration” develops supplier evaluation framework. The framework incorporates multi-dimensional indicators such as profit, business credit, regional advantages, capability. Using DEMATEL-ANP-based model, L2 is identified optimal choice with weight 0.285. A fuzzy comprehensive assessment approach applied to classify materials based on demand urgency, identifying drinking water, rescue tools, medical supplies, other critical items priority resources. vectors range from 0.1540 0.9909. This enhances management through improved information systems, better control processes, unified assurance strategy. In response to increasingly complex social emergencies, this study realizes the optimization of logistics information flow and resource allocation by constructing Emergency Traceability model (ELITM-CBT) based on alliance blockchain technology. Using decentralized, data immutable transparent characteristics technology, research breaks through limitations traditional emergency models improves accuracy efficiency management. Combined with hybrid genetic simulated Annealing algorithm (HGASA), improved shows significant advantages in scenarios, especially terms total transportation time, cost, fairness allocation. The simulation results verify high timeliness allocation, provide innovative theoretical support practical scheme for field logistics. Future will explore more efficient consensus mechanisms, combine big artificial intelligence technology further improve performance adaptability systems.

Abstract Aiming at the problem that number of origin-based cold storages is insufficient and resources are unbalanced in China, this paper studies location routing (LRP) storage for fresh agricultural products. This considers loss products, constructs a LRP model. To solve problem, hybrid whale algorithm designed, effectiveness verified by standard instances. Finally, taking Chenggu County as practical case, influence capacity farmers demand refrigeration on analysed. Experimental results show proposed has good effect solving medium-scale LRP. The an important impact results. With increase farmers’ refrigeration, vehicles increases, total system costs gradually.
