The management of stray animals and the selection shelter sites are significant issues in urban areas. To address this, consideration environmental, social, economic factors is required. Since those can be analyzed holistically with GIS; this study employs GIS methodologies to ascertain optimal locations for establishing animal shelters Karşıyaka district İzmir. Criteria related such as human health welfare determined based on environmental sustainability. Each criterion converted into a suitability map using ArcGIS Pro. Fuzzy SWARA GRA methods used criteria weighting area ranking. As result, "Yamanlar" option was most suitable area. Thus, GIS-based integrated fuzzy-based have shown objective, reliable less uncertain results selection. Findings provide guidance local governments policy makers determining prioritizing considered methodological approach proposed applied different regions similar problems, it contribute development efficient humane policies improve welfare.
