The problem of poverty still affects many countries and people worldwide, including Indonesia, especially in Jeneponto Regency. This study discusses the multi-partner governance model managing fundraising Zakat funds to alleviate poverty. involves various institutions actors optimize collection use help those need. analyzed indicators actor participation, perspectives, accessibility, determination action measure each institution's actor's contribution model. analysis results show that perspective dominates with highest score, showing a strong interest alleviation. However, challenges this were also identified, effective coordination collaboration, power imbalances, limited resources, conflicts, personal interests, complexity poverty, community participation. To overcome these challenges, recommends solutions such as building suitable mechanism, achieving fair balance power, increasing allocation management conflict self-interest, adopting holistic approach overcoming mechanism for participation is effective.

Abstract Collaborative Governance has emerged as a critical strategy for achieving public goals through collaboration with diverse organizations and individuals. The policy process requires the participation of various institutions, stakeholders directly or indirectly involved in addressing societal problems. In developing countries such Indonesia, power implementing existing programs is to success collaborative governance. Indonesia adopted an ecotourism emphasizing sustainable practices, while tourism industry emphasizes environmental preservation. Stakeholder participation in European Biosphere Reserves (BRs) has been extensively studied; however, the evolution of at different levels and impacts Covid-19 pandemic have less explored. A mixed-method approach was used to investigate this evolution, including a literature review, analysis longitudinal survey conducted 2008 2021, case study interviews questionnaire Reserve managers. Results indicate that stakeholder BRs become more important over time, with both an increase number diversity stakeholders involved higher participation. This augmented by use Information Communication Technologies (ICTs) during pandemic. However, increased ICTs had its challenges, such as exclusion certain types from participatory process. Solutions, creating hybrid meeting arenas, are suggested address these challenges. We conclude providing recommendations for further enhancing our knowledge base on new forms based digital platforms.
