The electricity sector is among the Vietnamese economy's significant and strategic. Prime Minister Directive for enhancing savings from 2020 through 2025 (Directive 20) seeks at least a 2% annual improvement in energy efficiency of total consumption. To achieve this goal, requests ministries, ministerial-level agencies, government People's Committees provinces central cities, enterprises, mass-social organizations to implement 5 following sources: offices, public lighting, advertising outdoor decoration, households, commercial service manufacturing enterprises. meet saving targets 5% office buildings, 20% advertisement, consumption per product unit by key users. Using Vietnam as case study, study aims provide index (ODEX) amount demand forecast models three major sectors during transition period. results forecasting model show that R-squared reaches 0.99 with high accuracy MAPE error 0.21%, 0.81%, 0.69% Industry Construction; Agriculture, Forestry Fishing; Trading Services, respectively.

Abstract With scholars paying increasing attention to energy sustainability, integrating sustainable utilization into the energy‐related assessment framework is particularly useful for achieving SDG7. This study empirically assesses efficiency ( EE ) comprised of utilize stage and in China using a dynamic two‐stage data envelopment analysis model, its influencing factors including digital economy with fixed‐effect models. The findings reveal slight downward trend from 2011 2020, primarily due poor performance stage. subregional illustrates that clean use (CEU) more beneficial than reducing carbon emissions (CER).
