Abstract As natural hazards related occur more frequently, disaster management in Indonesia is becoming a pressing issue. This study compares the and mitigation methods used Majene Regency Garut Regency. Interviews, document analysis, exploration of certain crucial facts are all part qualitative methodology. Additionally, we NVivo 12 Plus to visualize theme analysis. According findings, have put plans into action, which include community initiatives municipal laws. However, absence comprehensive catastrophe insurance, including both private sector policies public coverage, along with lack administrative competence resources, biggest obstacles effective mitigation. Logistical access issues outlying places significantly slowed down evacuation relief distribution process during reaction phase. With an emphasis on debris removal, rehabilitation, economic psychological empowerment, post-disaster recovery regions also demonstrated value cooperation between government agencies, NGOs, sector, communities. research advances literature by promoting preparedness, enhancing inter-agency collaboration, implementing insurance increase future efficacy. These findings align theories practices that underscore need for inter-sectoral collaboration resilience catastrophes. Clinical trial number: not applicable.

Digital resilience, the ability of a system to respond external shocks, grow and survive in changing environment, has become topic increasing interest ICT4D literature. Through Resilience Assessment Benchmarking Impact Toolkit (RABIT), purpose this article is conceptualize digital resilience apply framework analyze Taobao village cases, where some grassroots communities remote counties leapfrog out poverty divide, becoming e-commerce entrepreneurs context global Internet mobility. This study first evaluates performance foundational enabling attributes Southern Jiangxi, Caoxian Suichang face COVID-19 pandemic. It found that three cases performed well terms attributes, among which was better than Jiangxi Caoxian. At same time, there notable difference attributes. reflected distinct action strategies employed: "Migratory Bird" strategy, flexible but policy-dependent; "Prism" built on local social networks flow utilization; "Diamond" leverages high levels industrial clustering amplify advantages.
