In the context of post-war reconstruction, this study introduces a novel assessment model tailored for preliminary management blast-damaged reinforced concrete buildings without structural collapse risk. The addresses critical challenge prioritizing reconstruction efforts within constraints time and resources while integrating economic, environmental, social dimensions. Developed using Integrated Value Model Sustainable Assessment refined through Delphi method, provides stakeholders with practical tool to evaluate alternative scenarios, including refurbishment, demolition, retained identity, preservation future work. Validation is carried out case tourist hotel in historic area Damascus, where report confirmed building posed no results indicate that “preservation work” most sustainable option environmentally, “refurbishment” emerges as economically socially. This highlights importance comprehensive damage assessments sustainability-oriented tools resilient strategies respect heritage contexts.

Post-disaster rapid recovery and reconstruction, along with the evaluation of these efforts, are crucial for affected areas. They not only facilitate swift repair vulnerable systems but also reflect whether work has enhanced regional coordinated development. This is vital achieving sustainable development post-reconstruction. study addresses two main questions: (1) How effective were reconstruction efforts in Mianyang, Deyang, Guangyuan post-Wenchuan earthquake from a socio-economic–ecological system perspective? (2) What temporal spatial changes Coordinated Development Index (CDI) key counties? By constructing framework to assess post-disaster development, this utilized entropy weight method mean-variance comprehensive weighting indicators. The gray prediction model G(1,1) was used forecast levels three cities 2019 2025. findings reveal following: From 2005 2018, CDI Guangyuan, Mianyang showed significant upward trend. Abstract Post-earthquake building reconstruction usually faces challenges such as inadequate preparation and lack of resources, while compensation measures can help alleviate these difficulties. Although various have been proposed for accelerating post-earthquake recovery, their effects on are still unclear. This study aimed to analyze evaluate the reconstruction.
