The frequency of urban disasters such as waterlogging has markedly increased, highlighting the urgent need to strengthen disaster prevention capabilities and resilience. This research, anchored in resilience characteristics robustness, redundancy, resource deploy ability, rapid response, devised a clustering factor system specifically designed for older districts. old city district Shijiazhuang, China, was selected empirical case study area. research employs K-Means++ method analyze region’s units against waterlogging.
