Motivated by the operational scenarios of lock scheduling, we propose a serial-lock chain navigation problem (SLCNP) modeled on Three Gorges-Gezhouba Dam (TGGD) for first time. Ship grouping, synchronized moving, and grouped waiting operations are integrated into ship process. A mixed integer programming (MIP) model that incorporates real-world constraints such as priority, service fairness, traffic flow equilibrium, phased placement is presented to optimize throughput stay To solve SLCNP, sort-pick strategy-based swarm intelligence algorithm (SPSSIA) framework developed integrates characteristics SLCNP through hybrid multi-section encoding method two-stage heuristic decoding approach. evolution mechanism used improve search ability robustness framework. Several instances generated based real data verify correctness effectiveness algorithm. Computational results demonstrate applicability proposed SPSSIA. Further analysis experimental indicates key impact factors significantly influence navigational performance TGGD system. The this study will provide practical guidance processes inland river hubs with comparable characteristics.
