China’s emissions in 2023 totaled 12.6 gigatons, representing 35% global emissions, establishing it as the top carbon emitter globally. Combined with industrial structure, is essential investigate reduction building sector due its significant contribution emissions. This study introduces third-party organization into relationship between stakeholders, based traditional government regulation. It constructs three-party dynamic evolution model involving government, protection organization, construction enterprise. The analyzes process strategy selection using evolutionary game theory. We analyze elements influencing decision-making for three parties through simulation analysis provide appropriate recommendations. study’s findings indicate that low-carbon an intricate system several each guided by their own interests when determining behavioral methods. Government penalties financial subsidies can enterprises adopt production practices some degree, but excessive rewards punishments may not support stability.
