Evaluating the sustainability of smart cities is crucial for promoting sustainable development. Traditionally, this evaluation process has traditionally been carried out using Multi-Criteria Decision Analysis approach. However, approach relies upon a unified input dataset, which can lead to oversimplification, particularly in context sustainability. Further, does not take account how evolves over time. This paper introduces time-based assessment technique that combines with an established method assessing performance variability, recognized as Preference Ranking Organization Method Enrichment Evaluations. The resulting framework, called Enhanced Evaluations, was used evaluate and communities across G20 countries, based on aggregated data, individual dimensions, scenarios. results demonstrate effectiveness, relevance, applicability new approach, provides significant advance field city by facilitating multi-period evaluations enabling multi-perspective assessments.

The aim of the paper was to identify which European capitals are sustainable and smart, why, what influences ranking. main research hypothesis indicate that cities in ‘old’ E.U. countries (richer with higher levels economic development) more smart. Furthermore, smart cities, by definition, through use advanced modern management tools technological support, should contribute community resilience. Sustainable energy plays a significant role measurement system. study’s results showed differences exist across countries, as well leaders each category area. This is interesting new; from point view, there has been no study based on OECD data confronting correlating range indicators found literature. show concept city comprehensive it necessary analyze depth various sub-categories included assessment smartness offered different indicators. because turns out an overall score ranking do not always mean every area element Statistical methods literature analysis used for study. represent novel development contribution science discipline can be basis further scientific exploration this gap challenge whether link correlation between implementation concepts context division into ‘new’ capitals. An important verification thesis make greater meet social needs. partly falsified confirmed negatively; obvious.
