This study presents the case of China’s Jiangsu Province. The spatial-temporal pattern evolution different manufacturing sectors is discussed using spatial analysis technology (spatial autocorrelation and standard deviation ellipses). Granger test used to analyze relationship between change in industry agglomeration regional economic differences. following conclusions are drawn: 1) trend most weakening. Much sector, like rubber plastic product industries, has been transferred from southern northern Jiangsu. 2) From scale, only a minority these enterprises possess substantial registered capital. capital injection scale more insignificant. At same time, companies with financial resources increasingly inclined choose less-concentrated areas when choosing new investment areas. 3) reduction differences considered be Granger-cause for decline degree Analyzing spatiotemporal Province will provide specific policy reference values development province. In addition, sizes, findings this paper also valuable references on how they can suitable locations according their size future.

The issue of black-odorous water (BOW) represents a formidable challenge to the current aquatic ecosystems, and its governance exhibits characteristics low efficiency, susceptibility relapse, fragmented management under Central Environmental Protection Inspection, thereby emerging as dynamically complex in ecological urban rural settings. This study introduces Gaussian white noise simulate environmental uncertainty design stochastic evolutionary game model encompassing central government, local governments, societal forces based on theory classical theories concepts. Numerical simulations are conducted explore trajectories strategic evolution various subjects influenced by numerous factors. Results indicate that environment random disturbances, strategies show significant fluctuations, but actively cultivating subject’s initial willingness facilitates collaboration inspection. Moreover, joint construction “belief system” multi-subjects, intensity inspection interventions, integration heterogeneous resources, effective punitive measures all influence BOW, efficiency resource allocation should be considered throughout process. Recommendations made finally for collaborative promoting sustainable development environment.
