Climate change is driving the traditional development mode to a green, low-carbon, and sustainable path. Enterprise green transformation an important path achieve low-carbon. This study, based on evolutionary game theory, analyzes mechanisms of enterprises transformation, focusing interactive relationship between government policy support enterprise transformation. By constructing model for both enterprises, it examines impacts different levels support, costs, market return expectations, environmental penalties decisions. The results indicate that high significantly enhances success rate while returns, play moderating roles in decision-making process. Particularly context “dual carbon” goals, sustained stable crucial study further suggests promoting through market-oriented measures, digital technology empowerment, long-term incentive mechanisms, providing theoretical foundations practical guidance formulation development.
