The COVID-19 pandemic has meant a serious risk to the economic viability of companies and sustainability employment in restaurant sector, high-impact activity for economy Mexico Spain. This paper analyzes causes prolonged intense damage employees via multilevel analysis techniques qualitative, inductive methodology drawing on multiple sources. Research propositions posit that sectoral structure, management practices, institutional actions during after are predictors recovery or continued losses. balanced result these three levels analysis, severe crisis situation, such as global pandemic, reveals combination low protection at macro level, hostile industry structure meso focus solely primary business objective resulted widespread resignation put survival risk, particularly smaller entrepreneurs. Analysis firms’ stakeholders’ also shed light inter-relations, negative effect general policies fragmented, asymmetric level. Finally, results recommend simultaneous effort from firms policy makers make possible profound change while addressing sector’s shortcomings.
