Establishing a standard model for water resource ecological compensation, based on quantity and quality, is one of the current research hotspots in field economy. This paper calculates footprint from 2011 to 2021, constructs an inter-provincial compensation Yangtze River Basin, discusses horizontal ecology Basin. Firstly, method load index are used evaluate analyze overall utilization basin various administrative regions within basin; secondly, decoupling analysis study coordinated relationship between economic development among different regions; finally, identity subject object determined basis calculation surplus deficit resources each region, standards quantitatively calculated. The results indicate following: (1) Over 11 years, Basin its provinces has shown growth trend, with significant differences footprints regions, average exhibits decreasing distribution “midstream—downstream—upstream”. There provinces, showing trend being higher east lower west. (2) From perspective index, there been no state dis-coordination over 2016, 2018, 2019 high-quality state, while other years were primary state. (3) In terms payment Tibet, Yunnan, Qinghai have consistently receiving Shanghai, Jiangsu, Anhui, Hubei, Hunan, Chongqing as subjects required make payments years.
