In the context of economic structural transformation and upgrading in Yellow River Basin, this study explored interaction between sports tourism ecological civilization region. By constructing an indicator system for applying entropy weight method, coupling coordination model, using obstacle degree development construction each province Basin were quantitatively analyzed. Cooperative and self-enforceable water allocation is a key instrument to manage geopolitical conflict induced by scarcity, which necessitates the cooperative willingness of agents considers their heterogeneity in geography, climate, hydrology, environment social economy. Based on multi-indicator system that contains asymmetric information volume contribution, current consumption, economic efficiency efforts for eco-environmental protection, this study proposed framework combining power index approach with bankruptcy theory solving transboundary problem under scarcity.
