Objective: The aim of this research is to analyze the implementation inclusive education in Indonesia. This was taken because negative stereotype that quality must be expensive. existence aims equalize and there no dichotomy between superior schools ordinary schools. Theoretical Framework: Inclusive for all regardless their background (gender, ethnicity, disability or other weaknesses) by emphasizing values tolerance, anti-discrimination, equality justice (Farrell, 2004; Lindner & Schwab, 2020; Poon-McBrayer, 2017). consequences educational liberalization which leads attracting market, not building civilization, means students are often faced with social imbalances, cultural political power relations (Kennedy et al, 2023). There a need soft skills 21st century society like today. Method: method uses an in-depth qualitative approach descriptive analysis methods involving school officials including 1 principal, 2 teachers 30 at two inclusion East Java, Indonesia (SMKN Malang SMKN 3 Probolinggo). Data collection techniques use observation, interviews documentation studies. Supporting data strengthen results VOS viewer software. Results Discussion: show more every school. Currently, on average only teacher each they handle children assistance guidance counseling teachers. Even though government policy has implemented schools, many reject various reasons, such as creating burden school, finding it difficult train developing competencies according field expertise, hampering vocational practical learning so considered less than optimal effective. Research Implications: still secondary level (SMA/SMK) presence students. needs monitoring evaluation local policies well how process pay attention average, region accepts children, experienced Probolinggo. optimize planned, structured massive manner levels can improved. Originality/Value: Not researchers, lecturers, historians have studied conducted Indonesian people think same special education, even same. provides space socialize, interact normal/normal prioritizing equality, care, justice, responsibility truly realized.
