FINANCING STREAMS OF POST-REGISTRATION VARIETY TESTING: A CASE STUDY FROM POLAND DOI

This paper addresses the measures taken to implement progress in agriculture, with particular emphasis on role played by Post-Registration Variety Testing (PRVT). Special attention was paid assessing structure of financing streams for PRVT Poland, how they evolve over time and differ between locations. The Reports Implementation (PRVT) Program 2010-2021 were used as source materials. Studies carried out using 2010 constant prices. found an increase number research projects experiments study period, which contributed promoting biological progress, although uses findings differed regions. Focus also placed restructuring post-registration testing, two leading being identified, namely state budget funds delivered third parties, including private operators. authors emphasized importance earmarked subsidies allocated budget, play stimulating transfer knowledge advancements preserving biodiversity Polish agriculture. conclusion points PODs terms suitability varieties production regions under given technological conditions, is line with, among other things, goals UN’s 2030 Agenda Sustainable Development, i.e. SDG 12 (ensuring sustainable consumption patterns) 15 (protecting, restoring use terrestrial ecosystems, sustainably managing forests, combating desertification, halting reversing land degradation, loss).

Przedmiotem artykułu są prawne instrumenty ochrony środowiska i przeciwdziałania zmianom klimatu we Wspólnej Polityce Rolnej (WPR) na lata 2023-2027. Ich analiza została przeprowadzona w kontekście przyjętego Unii Europejskiej modelu rolnictwa. Punktem wyjścia rozważań jest konstrukcja nowej WPR oraz jej budżet, a także kształt, jaki ustawodawca unijny nadał prawnym instrumentom tej polityki. Autorka rozważa ponadto ewentualny wpływ sytuacji geopolitycznej realizację celów WPR. W konkluzji autorka stwierdza m.in., że zostały znacząco wzmocnione. Od ich wdrożenia przez państwa członkowskie uzależniona również wypłata coraz większych kwot wsparcia. Zielona architektura rozbudowana. Jej cele ambitne dotyczą wielu sfer działalności rolniczej. Ocena skuteczności instrumentów środowiskowo-klimatycznych będzie jednak możliwa dopiero po uzyskaniu doświadczeń z wdrażania. Ponadto niewykluczona zmiana priorytetów ze względu potrzebę zapewnienia światowego bezpieczeństwa żywnościowego, nawet szkodą dla wyzwań środowiskowych.

The current trend of the increasing human population as well evolution consumption patterns, food demand and growing amounts waste influence changes along entire chain, from agricultural systems natural resources to processing. It is worth underlining that agri-food industry considered one most important sectors economic development in world. However, increased for depleting resources, causing soil erosion, landscape biodiversity loss environmental pollution worldwide, creating new challenges security sustainable production. Therefore, agriculture technologies approaches play an increasingly significant role reducing negative impacts while ensuring safety. stays line with model production promoted by Food Agriculture Organization United Nations, according which means healthy, high-quality environmentally friendly way, caring animal welfare protecting biodiversity, income farmers. This approach also consistent many concepts focused on issue sustainable, eco-friendly production, such agriculture, One Health concept, Climate-Smart Agriculture, European Green Deal Farm Fork Strategy, strongly emphasising efforts create a healthier more system.

Celem artykułu jest zobrazowanie problematyki ochrony gleb w procesie produkcji rolniczej świetle wdrażanej Wspólnej Polityki Rolnej na lata 2023–2027 (WPR 2023–2027). W opracowaniu wskazano możliwości ograniczenia emisji dwutlenku węgla i zwiększenia zasobów materii organicznej glebie poprzez zmiany polityki rolnej, ze szczególnym uwzględnieniem potrzeby przeciwdziałania zmianom klimatycznym. Zaprezentowano praktyki sprzyjające ochronie gleb, zarówno unijnej polityce jak przepisach krajowych. Szczególną uwagę zwrócono rolnictwo węglowe, będące formą zarządzania rezerwuarami poziomie gospodarstwa rolnego. Podkreślić należy, że nowej WPR prawne instrumenty środowiska klimatycznym kontekście przyjętego Unii Europejskiej modelu rolnictwa zostały znacznym stopniu wzmocnione. Do zrealizowania celu pracy jako metody badań wykorzystano analizę literatury przedmiotu materiałów źródłowych oraz metodę opisową porównawczą.
