This study investigates the optimization of environmental resource management in urban settings using a linear programming approach, focusing on ammonia production and wastewater management. The model addresses uncertainties allocation by evaluating cost implications discharge during production. One of the main components sustainable development program is land reform. At same time, there a lot conflict caused by programs that accelerate investment through palm mining, which impacts local communities' forced takeover and destruction natural resources. The research aims to determine what extent reform impact protection communities management This descriptive, using statute, conceptual, case approaches. As well as comparing with three countries - Indonesia, Australia, Netherlands find out obstacles implementing reforms in country. results this are, first, have good on protecting communities.
