Policymakers should focus on reducing risk factors and ensuring equitable access to preventive therapeutic care for NCDs. This study aimed identify health promotion challenges opportunities NCDs in Iran. qualitative involved semistructured interviews with 14 participants, including policymakers experts obesity, diabetes, hypertension, cardiovascular disease management Interviews were conducted via Skype, recorded, transcribed. A deductive approach was applied extract codes using MAXQDA 10 through open coding. Qualitative analysis identified five main categories subcategories of addressing Iran, aligned the Ottawa Charter Health Promotion; policy levers NCD prevention, legislation economic growth creating health-promoting environments, focusing strengthening physical social infrastructure community Individual empowerment health, capital development, public participation, improving quality education, promoting literacy transforming Healthcare better organizing systems eliminating conflicting interests.
