Введение: статья посвящена формированию общих положений гражданско-правовой концепции баланса интересов. Необходимость соблюдения справедливого баланса между противостоящими интересами красной нитью проходит через практику Конституционного Суда РФ, Европейского Суда по правам человека. Цель: в действующем гражданском праве не сформирована концепция баланса интересов; отсутствует соответствующая законодательная база. В то же время данная категория активно используется в правоприменительной практике. В связи с этим тема данного исследования представляется весьма актуальной. Методы: общеметодологическую основу данного исследования составляют общенаучный диалектический метод познания; универсальные научные методы (системно-структурный, структурно-функциональный, формально-логический, методы анализа и синтеза, индукции и дедукции, абстрагирования), а также специальные юридические методы: историко-правовой, юридико-догматический, сравнительно-правовой, метод правового моделирования. …

Новые вызовы и угрозы изменили содержание и направленность деятельности Российской Федерации по обеспечению национальной безопасности. Государство, ориентируясь на оптимальное развитие общественных отношений, создает механизмы обеспечения безопасности. Данная категория в национальной сфере имеет свои особенности. Введение: в статье анализируются вопросы учреждения конституционного (уставного) суда субъекта РФ и возможности осуществления его полномочий иными органами государственной власти. Цель: рассмотреть положения федерального и регионального законодательства о конституционных (уставных) судах и статистику, отражающую эффективность их деятельности, и обосновать необходимость учреждения данных органов в субъектах РФ. New permafrost feature - deep crater in central Yamal (west Siberia, Russia) as a response to local climate fluctuations

This paper is based on field data obtained during short visits to a newly formed permafrost feature in a form of relatively narrow, deep crater. Excluding impossible and improbable versions of the crater's development, the authors conclude that it originated from warmer ground temperatures and an increase in unfrozen water content, leading to an increase in pressure from gas emissions from permafrost and ground ice. This conclusion is also supported by known processes in the palaeo-geography of Yamal lakes and recent studies of gas-hydrate behavior and subsea processes in gas-bearing provinces.

The surface topography of diamond coatings strongly affects surface properties such as adhesion, friction, wear, and biocompatibility. However, the understanding of multi-scale topography, and its effect on properties, has been hindered by conventional measurement methods, which capture only a single length scale. Here, four different polycrystalline diamond coatings are characterized using transmission electron microscopy to assess the roughness down to the sub-nanometer scale. Then these measurements are combined, using the power spectral density (PSD), with conventional methods (stylus profilometry and atomic force microscopy) to characterize all scales of topography.
