Abstract Based on a systematic review of 119 articles and working papers, we provide an overview how administrative burdens in citizen–state interactions have been studied since the inception research agenda 2012. We develop new comprehensive model key concepts framework are related, assess evidence causal relationships proposed by model, discuss where more is needed. Empirical supports conventional claims that consequential, distributive, constructed. Abstract A key insight in the literature on administrative burdens and exclusion is that they can be a form of policy making by other means to disincentivize people's access services, rights, benefits. Using case Dutch daycare benefit scandal, which tens thousands citizens were wrongfully accused welfare fraud subsequently excluded from benefits, we argue for broader understanding way constructed. Following a large worldwide uptake of digital public services, several countries have turned to mandatory digitization, whereby citizens or companies must use self-service applications apply for services. Abstract A rule is divisive when its legitimacy contested and rules are an enduring theme of public administration research. For over three decades, this research has been shaped by red tape theory, which conceptualizes as those consume organization's resources but fail to advance goals. Abstract In their efforts to digitize public service delivery, countries increasingly use algorithms based on mathematical models, data and/or a combination of different administrative datasets issue decisions, but recent studies point towards challenges around citizens' understanding, accessing, and filing objections such automated decisions. This paper focuses the social infrastructure supporting citizens that struggle with accessing services. Purpose: Digitalization has been the driving change in creating jobs and increasing economic growth recent years. However, digitalization of countries sectors is uneven. The paper focuses on various factors that have an impact development well-being EU countries. Its purpose to show evolution terms digital transformation how other indicators, such as e-government, human index, labour productivity, influenced 2019–2021.Design/methodology/approach: dataset consists 15 numerical indicators extracted from Eurostat World Bank databases. We apply principal component analysis cluster analysis.Findings Practical Implications: main research results first dimension – named innovation dominated by percentage ICT specialists total, internet use individuals, Human Development Index, Happiness Indicator, capital, integration technology. second characterized government expenses productivity. Finally, third GDP rate. 77.67% total variance explained three components.Originality: Four clusters identified means K-Means clustering algorithm. All four are well determined, with 1 including Nordic ranking first, followed 3 well-developed 4 containing mainly emerging economies.
