Digital technologies are used in various local government activities. Adopting suitable digital technology strategies could enhance service efficiency, effectiveness, and accountability. The challenges of adoption among governments, however, also evident. One the major is capacity, including lack knowledge or awareness how to balance government’s resources that need be implemented. This challenge forms a research gap. study aims consolidate understanding via Preferred Reporting Items for Systematic Reviews Meta-Analyses (PRISMA). It analyses opportunities, challenges, through lens people, processes, frameworks. results show that: (a) Strategies concerning people aspects include building platform public participation, employees’ skills, decision-makers' positive mindset development. (b) process recognizing players’ roles, having clear aim procedure, proper regulation, receiving user input. Large-scale government digitalisation projects require collaborative approaches for their successful development and implementation. To shed light on these collaboration dynamics, the interplay between two integral parts of projects: project rules, procedures, structures (collectively known as institutional design) leaders managing is studied. In doing so, paper provides empirically grounded insights into management projects. Taking an perspective, strategic-relational approach (SRA), we examine extent to which design constraints leadership behaviours, under what conditions begin adjust and/or challenge features adding knowledge government. this end, present a five-country case study national across Europe. Purpose Blockchain is a disruptive technology that has matured to deliver robust, global, IT systems, yet adoption lags predictions. The authors explore barriers in the context of global challenge with multiple stakeholders: integration carbon markets. Going beyond dominant economic-rationalistic paradigm information system (IS) innovation adoption, reduce pro-innovation bias and broaden inter-organizational scope by using technological frames theory capture cognitive framing challenges perceived within world’s largest emitter: China. Design/methodology/approach Semi-structured interviews 15 key experts representing three communities China’s markets: markets; market conceptual knowledge blockchain practical experience. Findings Perceived technical were found be least significant explaining adoption. Significant five areas: social, political legal policy (PLP), data, organizational managerial (OM) economic, PLP OM given most weight. Mapping developed encompass these challenges: nature technology, strategic use readiness resolved frame incongruence that, case explored, did not lead rejection blockchain, but decision defer investment, increase analysis delay decision. Recently the trend of words in world is related to sustainable development such as "green" has become a new everyday human life. This study aimed analyze and map chemistry learning with green insight for undergraduate students education program an effort conserve environment one Sustainable Development Goals (SDGs).
