Abstract The digital economy is an essential engine of the innovation-driven development strategy and plays a valuable role in promoting high-quality regional economy. Based on panel data 286 cities mainland China with help strategic plans issued by local governments as quasi-natural experiment, we use multi-temporal double-difference (DID) method to examine impact urban innovation level. Findings show that can significantly improve After series robustness tests, such parallel trend test, updating sample period, repeated placebo innovation-driving effect generated remains significant. Results mechanism analysis indicate enhances level through upgrading industrial structures. In addition, find heterogeneity test has stronger improving quality innovation. This study aims to contribute expanding international academic interest in enhancing the business, ecological, and social aspects of Industry 4.0.
