Abstract The digital economy is an essential engine of the innovation-driven development strategy and plays a valuable role in promoting high-quality regional economy. Based on panel data 286 cities mainland China with help strategic plans issued by local governments as quasi-natural experiment, we use multi-temporal double-difference (DID) method to examine impact urban innovation level. Findings show that can significantly improve After series robustness tests, such parallel trend test, updating sample period, repeated placebo innovation-driving effect generated remains significant. This study aims to contribute expanding international academic interest in enhancing the business, ecological, and social aspects of Industry 4.0.
