Abstract The digital economy is an essential engine of the innovation-driven development strategy and plays a valuable role in promoting high-quality regional economy. Based on panel data 286 cities mainland China with help strategic plans issued by local governments as quasi-natural experiment, we use multi-temporal double-difference (DID) method to examine impact urban innovation level.
