Abstract Ensuring the rational and orderly circulation of medical supplies during a public health emergency is crucial to quickly containing further spread epidemic restoring order rescue treatment. However, due shortage supplies, there are challenges rationalizing allocation critical among multiple parties with conflicting interests. In this paper, tripartite evolutionary game model constructed study in environment emergencies under conditions incomplete information. The game’s players include Government-owned Nonprofit Organizations (GNPOs), hospitals, government. By analyzing equilibrium game, paper makes an in-depth on optimal strategy supplies. findings indicate that: (1) hospital should reasonably increase its willingness accept plan which can help allocate more scientifically. Abstract The freight transport industry is one of the primary sectors responsible for excessive energy consumption and greenhouse gas emissions. For this purpose, Neutrosophic Number-based Delphi (NN-Delphi), m-Generalized q-Neutrosophic Sets (mGqNSs)-based Stepwise Weight Assessment Ratio Analysis (MGqNS-SWARA) mGqNSs-based Additive (mGqNS-ARAS) are developed implemented set influential criteria, compute weights these identify mode variants, respectively.
