the
recent
education
sectoral
transition
to
Education
4.0
(EDUC4),
evaluating
preparedness
higher
institutions
(HEIs)
for
EDUC4
implementation
remains
a
gap
in
current
literature.
Through
comprehensive
review,
seven
criteria
were
evaluated,
namely,
human
resources,
infrastructure,
financial,
linkages,
educational
management,
learners,
and
health
environment.
This
work
offers
two
crucial
contributions:
(1)
development
an
indicator
system
(2)
design
computational
structure
that
evaluates
each
computes
aggregate
level
HEI.
Using
full
consistency
method
(FUCOM)
assign
priority
weights
rough
set
theory
capture
ambiguity

measurement,

study

transformational
leadership,
professional
learning
community
(PLC)
components,
and
teachers’
job
satisfaction
from
Chinese
principals’
perspective.
