Research background: Innovation is an important determinant of economic development, and its importance growing with the advancement digitization development Fourth Industrial Revolution. In turn, assessment innovativeness a country’s economy affects investment attractiveness international image. Purpose this study: Given factors presented above, main aim study to explore compare European economies in context modified Scoreboard. Methods: To achieve goal, authors propose two key modifications existing innovation methodology contained The first concerns principles normalization indicators aims eliminate extreme values. second proposes remove which are difficult measure, subjective, not always useful: (1) those related sustainable (resource productivity; emissions fine particulates; environment-related technologies) (2) that take into account only small medium-sized enterprises (SMEs introducing product innovations; SMEs business process innovative collaborating others). The integration of digital technologies in public administration is influenced by the competences human resources. objectives this research are to identify main factors and causes that influence resources’ level find out correlations between factors, causes, competences. survey was conducted within National Agency Civil Servants (NACS) responsible for management civil servants from Romanian administration. 25 variables were selected grouped three categories. instruments used were: SPSS Principal Component Analysis.
