Strengthening
the
governance
capacity
of
local
governments
in
digital
domain
is
crucial
to
modernization
national
system
and
process
sustainable
development.
This
paper
integrates
concept
development
drawing
upon
principles
systems
theory
adopts
logical
analytical
framework
“resource
input–process
transformation–result
output”

African
