Digital transformation has been regarded as a primary styrategy to promote transitions in diverse fields, but industry pioneers believe that the existing barriers may hamper speed of digital transformation. Hence, this paper presents synthetical decision model integrating weighted Heronian mean aggregation (WHMA) operator, Level-Based Weight Assessment (LBWA) model, CRITIC (criteria importance through intercriteria correlation) method, and Ranking Alternatives Functional mapping criterion sub-intervals into Single Interval (RAFSI) with Fermatean cubic fuzzy sets evaluate implementation energy unknown weights experts criteria. This research paper presents a comprehensive study on optimizing the critical artificial intelligence (AI) factors influencing cost management in civil engineering projects using multi-criteria decision-making (MCDM) approach. The digital technology transition fosters the flexibility of companies and their ability to respond quickly market changes. However, Small Medium-sized Enterprises (SMEs) seem be particularly challenged by transformation. Alkire-Foster (AF) method was employed analyze integration profiles in SMEs.
