Abstract
This
article
examines
the
themes
of
policy
advice,
expertise,
and
advisory
systems.
It
argues
that
persistent
challenges
more
emergent
trends
involving
their
intersection
can
be
effectively
understood
through
lenses
instrumentality

authority
adaptability
.
In

employs

framework
to
develop
a
multidimensional
and
nested
analysis
that

able

how
different
types
of
capacity—analytical,

Abstract
Assessing
the
policy
analytical
capacity
(PAC)
of
governments
has
suffered
in
past
from
anecdotal
nature
most
studies,
leading
to
different
evaluations
specific
activities
and
overall
competences
capacities

a
whole.

can
generate
insights
into
capabilities
