Abstract This paper employs the policy capacity framework to develop a multidimensional and nested analysis that is able examine how different types of capacity—analytical, organizational, political from related levels health system—have contributed both success failure during implementation politically significant national community worker (CHW) program in India. Abstract Assessing the policy analytical capacity (PAC) of governments has suffered in past from anecdotal nature most studies, leading to different evaluations specific activities and overall competences capacities as a whole.
