As the climate continues to warm, and municipal leaders look for cost-effective timely approaches urban sustainability, one increasingly sought-out approach is use of tree canopy cool neighborhoods. Despite widespread efforts expand in cities, an overwhelming body evidence suggests that green space declining across U.S., yet little known about factors propel these changes. Understanding institutional governance systems can help identify opportunities slow consistent declines. Using social network analysis (SNA) metrics, we examined stakeholder roles power structures decision-making processes within Portland, Oregon’s forest management. Our results reveal a highly decentralized forestry (density = 0.0079), with weak cohesion (5.4%) among 162 stakeholders.
