Abstract
As
a
pivotal
element
in
China’s
pursuit
of
sustainable
development
model,
green
fiscal
policies
have
become
increasingly
important
amid
the
exacerbation
global
climate
conditions.
Regrettably,
little
attention
has
been
paid
to
comprehending
carbon
allocation
effects
implementation
these
policies.
This
study
focuses
on
“National
Comprehensive
Demonstration
City
Energy
Saving
and
Emission
Reduction
Fiscal
Policy”
(ESER
policy)
as
focal
point
analysis.
Using
multi-period
difference-in-differences
we
assessed
implications
ESER
inequality.
further
explored
asymmetry,
mechanism
effects,
heterogeneity.
Our
empirical
findings
demonstrate
that
policy
directly
reduced
inequality
by
11.4%
demonstration
cities.
conclusion
withstood
rigorous
testing,
including
parallel
trend
assessments,
robustness
analyses,
endogeneity
diagnostics.
Moreover,
ameliorative
cities
are
predominantly
realized
facilitating
cleaner
production
technological
innovation,
end-of-pipe
treatment
industrial
structure
rationalization,
optimization.
Furthermore,
were
conspicuous
upper
quantiles.
Finally,
urban
magnitude,
geographical
location,
resource
endowment,
innovation
foundation
city
exert
diverse
influences
implementation.
These
results
provide
valuable
guidance
for
Chinese
government
formulating
with
focus
equity
considerations.
