Digital transformation in Montenegro is an evolving process that aims to use digital technologies boost economic growth, improve governance, enhance public services and foster innovation. The main objective of this chapter analyze the impact administration reform as a determinant Montenegro's development on achieved social results, which are determined by level various key parameters, such as: GDP, FDI, import export goods services. (1) Background: The rapid development of information technology has changed the traditional concept space, gradually shifting "container space" to "relational . constraints geographical spatial elements are diminishing, and theory virtual agglomeration is gaining attention. (2) Methods: In this study, we constructed an evaluation system for agglomeration, comprising four primary indicators: infrastructure level, output input service level. TOPSIS method was used calculate level each province, DEA-Malmquist employed measure provincial total factor productivity (TFP) in China. Using panel data from 30 regions China 2013 2021, examined mechanism impact path on TFP. The digital economy is a prevailing trend in global development, yet traditional firms still face challenges transformation. Under institutional pressure, might imitate the strategy of their peers to mitigate these issues; there lack empirical research support this. Therefore, this study, drawing on new theory, focuses investigating whether and how environment influences companies embracing transformation era. We employ generalized least squares (GLS) regression models sample 2862 non-IT listed China from 2012 2020. In addition, we conduct series robustness checks. results show that firms’ mimetic isomorphism related environment.
