Abstract Based on the city data in China from 2005 to 2020, article empirically analyzes impact of broadband infrastructure construction FDI inflows by using Broadband Pilot Policy (BCPP) as a quasi-natural experiment with staggered DID model. The study shows that BCPP has significant positive effect inflows, and passes parallel trend tests various robustness tests. attracts reducing transaction costs expanding consumption size. Human capital innovation capability can moderate relationship between inflows. higher level human capital, stronger urban capability, greater promoting Heterogeneity analysis reveals promotion is particularly cities central eastern regions, large populations good traditional infrastructures. not only extends economic effects international investment, but also provides new explanation for stabilizing scale foreign investment China.
