Nowadays, the digital economy has become a new engine of economic growth around world. How to utilize achieve balance between development and carbon emissions reduction is an imperative yet challenging endeavor for developing countries. In this paper, based on two perspectives economy, industrialization industrial digitization, we use city-level data China from 2002 2017 analyze dual effects emission, intensity inequality. The results show that branches have different impacts with varying influence mechanisms. digitization increases traditional industries but reduces their inequality by influencing energy net profit. While urban through increasing optimizing structure. Following evidence China, countries can allocate resources or according own resource endowment status, thereby realizing co-development climate governance under limited resources.
