Heat and electricity generation are major sources of air pollution in many large cities worldwide. In Siberian cities, the heat supply significantly contributes to pollution, as coal remains primary energy fuel most Asian Russia. Krasnoyarsk, second-largest city macro-region by population, serves a clear example urban pollution. recent years, public authorities have implemented several measures reduce pollutant emissions. These include modernizing thermal power stations, replacing inefficient small boiler houses, converting residential heating more environmentally friendly types fuel. However, our analysis shows that these policies not yet resulted significant transition away from using for heating. One reasons is alternative fuels unable compete with terms price. The proposal suggests transitioning private households pellet Our goal evaluate potential environmental economic impacts this measure. We estimate necessary subsidy size successful implementation both initiatives. conclusion, can emissions nitrogen oxides, carbon monoxide, sulfur suspended particles 0.2%, 8.5%, 4.4%, 2.7%, respectively, total Krasnoyarsk. Furthermore, conversion provide benefits supporting local producers who heavily rely on export markets. If practically implemented, proposed approach could solve one development issues largest Russian within few only 2.5% annual budget expenditure.
