Abstract Background Policymakers, who are constantly discussing growing health expenditures, should know whether the system is efficient. We can provide them with such information through international efficiency evaluations. The main objectives of this study are: (a) to evaluate systems in 28 developed countries by multiple-criteria decision analysis (MCDA) and data envelopment (DEA) (b) identify reasonable benchmark for Czech Republic, which we collect on relative importance inputs outputs. Methods used MCDA DEA countries. models included four (health expenditure as a share GDP, number physicians, nurses, hospital beds) three outputs (life expectancy at birth, healthy life expectancy, infant mortality rate). sample covers 27 OECD Russia, also database.
