This
narrative
review
examines
the
role
of
strategic
communication
in
crisis
management,
focusing
particularly
on
its
effectiveness
fostering
public
trust
during
COVID-19
pandemic.
The
study
aims
to
explore
how
transparent,
responsive,
and
technology-integrated
strategies
influence
collective
behavior
institutional
legitimacy.
Using
literature
sourced
from
databases
such
as
Scopus,
Web
Science,
PubMed,
this
applies
thematic
analysis
synthesize
findings
across
three
dimensions:
government
communication,
digital
media
engagement,
internal
organizational
resilience.
results
reveal
that
governments
employing
multimodal
communication—combining
factual
messaging,
symbolic
narratives,
interactive
channels—are
more
successful
promoting
compliance
minimizing
misinformation.
Countries
with
open,
participatory
approaches
generally
report
higher
levels
compared
those
top-down,
controlled
messaging.
Additionally,
digitalization
facilitates
real-time
feedback,
enhances
contributes
transparency.
However,
systemic
challenges
fragmented
systems,
lack
adaptive
training,
weak
interagency
coordination
remain
prevalent.

need
for
integrated
policy
frameworks
emphasize
proactive,
dialogic,
