A heterogeneous network (HetNet), combining different technologies, is considered a promising solution adopted by several upcoming generations of mobile networks to keep up with the rapid development users' requirements while improving performance. In this scenario, vertical handover (VHO) algorithm responsible for ensuring continuity ongoing user connection moving within coverage HetNet. Although various VHO algorithms were proposed, achieving efficient performance from both and perspectives remains challenging. This paper proposes an adaptive optimized based on multi-attribute decision-making (MADM) integrated particle swarm optimization gravitational search (PSOGSA) as framework implement process. The includes three main ideas. Firstly, selection proposed considering most important criteria, including signal strength other networks' attributes, along characteristics regarding their mobility service preferences. Secondly, two new parameters are introduced control named load factor (LF) score priority (SP) reduce unnecessary handovers overall HetNet power consumption balanced distribution. Lastly, desired aims formulated objective function, then PSOGSA used reach optimal values LF SP, which will be when executing algorithm. presented simulated in wireless where fifth-generation (5G) technology coexists radio access improve evaluation field Also, algorithm's evaluated case using MADM algorithms. simulation results show that approach attains decreasing more than 40% much better distribution around 20% 40%, outperforming traditional approaches.

Sağlık Sektörü son yıllarda yaşanan salgın hastalıklar, nüfusun artışı ve yaşlanması gibi sebeplerle büyük bir önem kazanmıştır. ihtiyacı günden güne artan şehirlerin sağlık yükünün kısmını kaldıracağı düşüncesiyle Kamu-Özel Ortaklığı (KÖO) ile kurulan şehir hastaneleri sektörünün en kuruluşları haline gelmektedir. Buradan hareketle bu çalışmanın amacı hastanelerinin kapasite performansının MEREC tabanlı MAIRCA yöntemi değerlendirilmesi olarak belirlenmiştir. Bu çalışma yapı taşı konumundaki kapasitelerinin yeterliliğini incelemesi açısından önemlidir. Örneklem Türkiye’de faaliyetlerine devam eden 22 hastanesi seçilmiştir. Kriter ağırlıklarının belirlendiği sonucuna göre önemli kriterleri sırasıyla “Poliklinik Sayısı”, “Ameliyathane “Araç Otoparkı “Yoğun Bakım Yatak Sayısı” “Yatak bulunmuştur. sonucunda ulaşılan ağırlıkların kullanıldığı yüksek performansına sahip “Ankara-Etlik”, “Ankara-Bilkent”, “İstanbul-Başakşehir Çam Sakura” “İzmir-Bayraklı”, düşük ise “Isparta”, “Tekirdağ İsmail Fehmi Cumalıoğlu”, “Manisa” “Yozgat” hastaneleridir.

Technique for order preference by similarity to ideal solution (TOPSIS) is a popular approach in multiple attribute decision-making. It ranks estimating the separations between alternatives and positive (PIS) as well negative (NIS). When setting ranking rules, there are three limitations TOPSIS. First, controversy surrounding addition of indicators denominator index, these measurements represent opposite aspects. Second, index also irrespective relative magnitudes distances from PIS NIS, resulting incomparable situations. Third, results derived PIS, closeness inconsistent. Providing high quality of service (QoS) to mobile end-users, and guaranteeing resilient connectivity for healthcare wearables other devices is a critical component Industry 5.0.However, one the biggest difficulties that network operators encounter issue mobility handover, as it can be detrimental end-users' safety experience.Although various handover mechanisms have been developed meet QoS, achieving optimum performance while maintaining sustainable operation still an unreached goal.In this paper, random linear codes (RLC) are used achieve seamless where traffic encoded using RLC then multicasted destination(s) prediction algorithm destination selection.To overcome limitations current IP core networks, we make use revolutionary IP-over-Information-Centric Network architecture at supports highly flexible multicast switching.The combination RLC, multicast, prediction, makes communication packet loss helps avoid failures existing solutions reducing overall delivery cost, hence offering support.The proposed scheme evaluated realistic vehicular dataset cellular infrastructure compared with Fast Handover Proxy Mobile IPv6 (PFMIPv6).The results show our efficiently session continuity in environments, total cost by 44% its counterpart PFMIPv6, delay 26% failure less than 2% handovers.

Recently, the huge growth in multimedia demand derived from smart devices and Internet of Things (IoT) development requires efficient heterogeneous networks with high data rates. To fulfill these requirements, exploitation Unmanned Aerial Vehicles (UAVs) enabled multiple radio access for providing connectivity should be considered, since it offers flexibility, ease deployment, on-demand service wireless devices. In this paper, idea deploying Multiple Radio Access Technologies (Multi-RAT) base stations on a UAV is proposed, order to utilize unlicensed spectrum. The problem optimizing Multi-RAT UAV's location along devices' association maximize total system throughput considering LTE WLAN ground network investigated. solve problem, we propose novel framework based reinforcement learning regret matching algorithms, such that Q-learning algorithm used find optimum location, while users' association. Moreover, K-means clustering adopted as an initialization phase speed up convergence proposed solution. Simulation results show significance UAV. Further, performance analysis shows effectiveness by applying phase.
