Carbon Capture, Utilization and Storage (CCUS) is an indispensable technology for achieving a net-zero emission society. The offshore CCUS project still in its infancy. To promote sustainable development, developing comprehensive framework investment decision-making very crucial. First, evaluation criteria system established. Second, order to characterize the ambiguity uncertainty of information process making decisions, interval-valued fermatean fuzzy set (IVFFS) introduced, extended variance method IVFFS proposed systematically calculate weights experts. Purpose The waste-to-energy (WtE) project plays a significant role in the sustainable development of urban environments. However, inherent “Not my backyard” (NIMBY) effect presents substantial challenges to site selection decisions. While effective public participation is recognized as potential solution, research on incorporating it into decision-making frameworks remains limited. This paper aims establish multi-attribute group framework for WtE that considers enhance satisfaction and ensure success. Design/methodology/approach Firstly, based consideration demand, decision indicator system was constructed from five dimensions: natural, economic, social, environmental other supporting conditions. Next, Combination Ordered Weighted Averaging (C-OWA) operator game theory were applied integrate weight preferences experts public.
